Does Enlarged Ventricles In Brain Cause Delayed Speech In Children?

My son had enlarged ventricles at 13 months & was seen by a neurologist. After the results the nuerologist said he would monitor till his 2nd birthday to determine where he would need to operate. After turning 2 they said his body was proportional to his head & it seemed to be growing at the right pace. Now he is 3 and is not speaking proper sentences. He sings & can say & repeat words but no sentences. My question is, will the enlarged ventricles have anything to do with his delayed speech?
