Does Flaky, Itchy Rash In Groin And Scrotum Area And Arm Pits And Neck Area Signify STD ?

My boyfriend has developed a flaky, itchy rash in his groin and scrotum area and also his arm pits and neck areas. We have been trying anti-fungal topical creams and it keeps coming back. The itch in the groin area happens to start itching more after we have intercourse. I have been tested for STD's and have none. What are your thoughts?
