Does Hcg Levels Of 38 After Abortion Normal?

I had a miscarriage at 8 weeks and took cytotec to clear the remainings 15 days ago. We have been trying to conceive right away again since 8 days ago during this time I was ovulating according to ovulation tests. I had bloodwork today my hcg level is 38. is it possible I am pregnant or is that from previous pregnancy?
