Does Increased Dosage Of Atenolol Cause Swelling In Legs And Breathlessness?

My mom has been on atenelol for many years to slow her heart rate after atrial fibrillation ablations. Her doctor recently doubled her dose due to recurrent atrial fib. She now has severe swollen feet and legs and extreme shortness of breath. Blood tests ruled out congestive heart failure per her doctor. Could this be caused by the increase in atenolol? Age 69, previous left upper lobe removed due to lung ca, ct scans and x rays show now abnormalities of chest.
