As per your complain Diovan [Valsartan] can cause an altered smell in nose but it is not a very frequent side effect that is seen in individuals taken Diovan.. This can be due to side effect of any other drug that you might be taking while many other diseases can also lead to symptoms o foul smell from nose like Upper respiratory tract infection, sinusitis, nasal infection etc.. I would suggest you to consult an Otolaryngologist and get evaluated and a thorough clinical evaluation and nasal endoscopy can help in diagnosis and treatment can be planned accordingly.. As of now you can do steam inhalations.. Saline nasal irrigations can help.. Maintain a good oral hygiene as the smell originating from mouth also can cause bad smell....
