Does Red Colored Flap On My Perineum Indicate A Hemorrhoid?

I have a reddish coloured flap on my perenium. I believe it started as a small hard bump some months (or possibly) a couple of years ago. I can stretch it but then it becomes sore. It is close to the entance of my anus. It almost hangs over the top of the entrance to my anus when I lie on my back with a mirror to see it. I am white, female aged 38. I have a 2 year old but he was delivered by c section. Is this a hemerroid??

all the description of yours go with the haemorroid i.e. piles
it is painless most of the time - painful when you over strain.
you didnot mention wheather you have passed blood after stools in the toilet pan- which is typical of haemmoriods.
due to constipation when you over strain you get haemmoriods.
treatment is - take high fibre diet. donot strain for the stools. if there quite some blood loss then surgeon plans for haemmoidectomy.
kindly take general sugeon opine to know it is external or internal haemorrhoids
