Hi,
Welcome to HCM. You have some skin ailment, most likely to be Psoriasis. Consult a dernatologist who will have to examine the area and if need be take scrappings from that area and examine under a microscope to make a diagnosis. Scaly skin is quite common in psoriasis but may be seen in diabetics or in persons with dry skin. Wish you all the best.
