Every Time I Shave My Bikini Lines, I Get These

Every time I shave my bikini lines, I get these huge, hard lumps that form under my skin. I stopped shaving for a few months and they didn't come back, but two days ago I had to shave and I have one on both sides of the space in between my thighs and my pelvic region. One of them feels like it has puss in it, and the other is just hard. What could be the problem?
