Every Year From Late August To October I Get These

Every year from late August to October I get these really bad coughs that sound like a seal is barking. They occur every day and occur every few minutes. I get these yellow mucus I cough from my throat and if I don't spit it out a barking cough continues. I don't have itchy eyes but I have a runny nose that turns also to a somewhat stuffy nose. I have to blow my nose daily throughout the day and I also don't have any redness in my eyes. I've been told that it's a seasonal allergy but the symptoms are very similar to a sinus infection. I also go to school and when a classroom is fully air-conditioned and cold, I get fewer coughs and mucus. If it's in a less air-conditioned room I tend to cough more. Drinking hot stuff and eating spicy things somewhat help me. I also take this mucus allergy pills but I'm not sure if it's helping me. Also, these symptoms occur every year but this year the mucus and coughing and runny nose seem worse. Also sometimes my throat is fine and the next day horrible. Can you tell if it's a sinus infection, a seasonal allergy or both?
