Had Unprotected Sex With A Female With Herpes. Had Red Bumps On Penis And Shaft. Genital Herpes?

I had unprotected sex with a female that stated she had herpes. She stated that you could not contact them because she had no outbreak. Approximately, 1 yrs later I had red bumps on my penis and shaft. I have had several outbreaks since then. Could it be genital herpes? I had a hiv test done 6 months ago and came back negative. The sexual contact had been nearly 2 yrs ago.
