Pulmonologist 's  Response
Hi,
Your husband seems to probably have seasonal allergic rhinitis with Bronchial asthma with secondary infection. Ideally inhaler is the mainstay in asthma therapy. Also currently he requires antibiotics and antiallergy medications. Also nasal sprays may be required for clogged nose. If he was advised to take nebuliser, then he definitely needs inhalers. Nebulizer is generally not adviced for home therapy.
You need to visit a Pulmonologist , get a full clinical evaluation and get your treatment titrated accordingly.Investigations that may be required include chest Xray, PFT(Pulmonary function test) and serum IgE levels.

Regards
Dr. Mishra
