He Has Tiny Blisters On Left Inside Arm From Elbow

He has tiny blisters on left inside arm from elbow to wrist they are red around blister and when it bust the spot turns black. He is having radiation and chemo on his throat could this have anything to do with it? He is on week 5 for radiation and chemo 2 times please help
