How Can I Permanently Get Rid Of A Persistent, Dense Scab On My Neck That Keeps Growing Back After Picking At It For Two Years?

I am a 58 y.o. F who had an infected ingrown hair on my neck 2 yrs ago. It healed, & as it was unusual, I kept picking at the scab & it still persists. It’s a dense, white scab, like the callouses we get on our feet. It pick it off easily but it grows right back. It’s become a habit & really hard to leave it alone! How can I get rid of it?
