How Can A Hard Bump On The Forearm Be Treated?

One year old grandson has a raised area of his forearm. It is hard underneath, and looks as though there are a few insect bite marks (not sure). He does not have a fever and has not paid attention to the area through looking at it or scratching. It is not hot to the touch.
