How Can A Red Rash On The Ankle Be Treated?

I have a red (non itchy) rash on my ankles. Not raised or scaly skin. Slight tingling in the lower extremities. Recent activity entailed walking and sitting on a bus in quite warm temperatures. I noticed the rash yesterday and took some benadryl and put administered hydrocortisone cream topically. No change today.
