How Can A Small Urethral Opening Be Treated?

Dear Sir, My son is 10 month old, His urine is normal I did not find any problem, only yesterday he was crying a lot so we have visited a local ayurvedic doctor she said after seeing that his urinal pass is small and he has to go for a operation, which I find is normal. Even during his delivery doctor said that and later he said not required any surgery, it will open up normal. Want to know the more details and knowledge about this problem.
