How Can Chapped Lips Be Treated?

My facial lips have been try, chapping. It s not the usual dryness, and I am diligent on putting on moisturizer on my lips. Now when I put on my shea butter lip balm my lips are throbbing in pain. Not sure what to put on them to help them heal from whatever is going on

-Drink several glasses of water.
-Do not lick your Lips.
