Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

You would need to increase your emulsifying of your skin and apply a topical steroid to treat the eczema. You would likely need a prescription to get the steroid cream. A mucolytic may help bring up the mucus from your chest such as Bisolvan or Mucomyst.
Using enough fluids would also help to decrease mucus thickness and help it to break up.

I hope I have answered your query. Let me know if you have any further questions.
Regards,
Dr. Michelle Gibson James
