How Can Itchy Bumps On The Penis Be Treated?

My husband had a circumcision surgery ten days ago. His pubic hair was shaved for the first time before the surgery in the hospital. About three days ago, he began experiencing intense itching and a stinging sensation on parts of the scrotum and around and on the base of the penile shaft which get worse in the evenings. The area looks slightly reddish, soft to touch and has extremely small pimple like bumps. Can you please diagnose the problem and suggest a remedy?
