General & Family Physician 's  Response
Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

It can be balanoposthitis, like penis glans inflammation. It can lead to phimosis, in which the foreskin may not retract completely. Topical steroid can be prescribed for that. If no improvement then circumcision operation done. In that operation, the foreskin is removed and tight frenulum released. I suggest you to consult dermatologist for examination. If any fungal infection present then anti fungal cream will be prescribed. You can attach a photo to guide you further.

Hope I have answered your question. Let me know if I can assist you further.
