How Can Poor Blood Circulation In The Legs Be Treated?

My mother in law who is 69 years old, has circulation problems in legs. Usually, they are red up until right above ankle. Today the right leg is bright red up to knee and she has pain in the inside of her leg all the way up. She has been very sick for 2-3 days. Should she be concerned? Is this a symptom of a serious problem?

please take her to a doctor and get her examined.
it can be due to a blood clot or infection/cellulitis or arthritis.
she needs appropriate examination and treatment.
