How Can Severe Dryness On The Face Be Treated?

I’m 21 , my skin gets really dry during the cold seasons,specifically around my face this has happened ever since I moved to North Carolina in 2015 , my face gets these white flakey patches that feel sensitive and get red by just a touch , the areas where the flakey skin was doesn’t feel as irritating anymore but it still feels dry, they’re just white spots on my face now, could you recommend anything on how I could treat this to protect my skin in the future as well

-Use mild, warm water instead of hot water. Warm water relaxes your pores and makes it easier to wash your face, but hot water can cause your skin to dry out faster.
-Only use mild facial cleansers.
-Pat your skin dry.
-Apply a moisturizer after washing your face.
