How Can Severe Pain In The Feet Be Treated?

Hi, last year my husband fell in bird infested water in a drainage ditch, he was taking pictures of a flower. 7 months ago he began having extreme pain in his feet, can barely walk and the pain is getting worse, he was diagnosed with Arthritis but the medication that was prescribed is not helping and the pain is getting worse..what could it be?
