General Surgeon 's  Response
This is not normal. In all probability, due to the scratches, he has developed bacterial inflammation of the penis. He would have to take antibiotics. Please consult the same surgeon who did your son's circumcision. In the meantime, please apply neosporin ointment on the wounds, and cone the area with a sterile gauze pad, and then let him wear the underwear. This will help in resolution of the infection. Then once the treating surgeon examines him, he could prescribe the appropriate antibiotics.
