How Can Throat Congestion And Perforated Septum Be Treated?

Every morning and sometimes during the day, I have phlegm in my throat and have to gather it and spit it up. I have a perforated septum which started when I was an infant and got kicked in the nose. A country doctor blocked the bleeding and when he pulled out the gauze a day or so later, it tore open the septum. Now at age 86, the perforation is way up next to the sinus. Often what I spit up is like a tiny soft cartilaginous do-nut about 1/2 inch across and has blood on it. They comes from down deep in my throat. I have had throat exams and swallowing tests and they say it looks normal. Could this be dangerous; that is, become fatal?
