How Can Throat Congestion Be Treated?

Dr. Doctor, I have been having a great amount af mucous or phlegm in the back of my throat all of the time, which I can neither swallow nor expel. Clearing my throat doesn t remove it either. If I do spit some out it is thick and sticky and clear, not like saliva. It is especially bad at night lying down. I do have sinus problems which I have had all my life. But this started last year and never goes away. My doctors don t seem to know what is causing it or seem to take it seriously. However, it is very bothersome to me and would like to know what could be causing it and how to resolve it. Any info you can provide, I would be grateful. Thank you.
