How To Deal With Pain After Infected Injury?

My friend broke his hand a week ago during a drunken rage and went to the ER the following night after working an eight hour shift. The doc wrapped it up with gauze and coban and gave him a script for 10 Vicodin and 30 amoxicillin. Said they couldn t set it because it was infected. The infection s gone and he went back yesterday but wasn t given clear follow up instructions and didn t get another script for painkillers. It s a displacement fracture and they re thinking it ll require surgery, any idea why they wouldn t splint it or help him out with pain management? He doesn t have a history of drug abuse but I ve heard withholding pain relief is an approach they take when it s a self inflicted injury, is this true?
