How To Get Rid Of The Cough And Wheezing For A Diabetes Patient?

My husband has had a bad cough for 3-4 weeks. He has been given a z-pack and some breathing treatments but he has diabetes and it is not getting better. We have used a vaporizer nightly, taken cough medicine with codeine nightly and put Vicks on his chest. I'm not sure if the next step is the emergency room as he is wheezing and feeling very uncomfortable.
