How To Prevent Blotchy Legs?

Whenever my skin tans in the sun (I do use sunscreen), I get an even tan over my whole body except for my legs. Any heat on them cause the skin to get red and patchy. I think the term for it is mottled. The red patches become tan and any further exposure to the sun cause these patches to tan even more and I end up with extremely blotchy legs. Aside from avoiding the sun and heat is there any way I can treat this or prevent it?
