Hi

You seem to have either developed a long term pigmentation or a melanocytic naevi.
Pigmentation due to any skin condition can be treated by various means like the application of lightening agents or chemical peels or dermabrasion or lasers .
Naevi on the other hand might improve with certain specific lasers but they may not benefit from topical drugs .
So I would advise you to see a nearby dermatologist for proper assessment and treatment.
