How To Treat Black Spots On Body?

Im a black female who gets dark spots everywhere. I use skin bleach 3% on my face. Seems to help usually. But doesn't help too much on my legs or button. Its embarrassing. I can't wear shorts and live in Vegas. I can't take my kids swimming. It depresses me to the point where I cry daily
