Hydroquinone can lead to Ochronosis that is yellowish to brownish black discoloration of the skin of face and neck k but is a rare disease and needs proper evaluation to confirm and treatment..
On the other hand
hyperpigmentation can also occur after Steroid based cream application on face as a side effect..
I would suggest you to
consult a Dermatologist and get evaluated and a thorough clinical evaluation and investigations like microscopic examination of the specimen from lesion has to be done for confirmation as Onchronosis has a typical pattern of appearance..
In case If Onchronosis is confirmed then you need to keep patience as it can take a long time to improve..
You can be advised treatment like CO2 lazers,
Cryotherapy, topical application of Chloracetic acid,
Tretinoin gel and chemical peeling sessions can help..
Limit sun exposure..
