How To Treat Intellectual Disability In Children?

My nephew will be 4 in December. He is qualified as having a developmental delay. He yells and hollers but doesn t speak words. He looks noticeably different than other children his age. I have many people ask me what is wrong with him...without even knowing him. He walks backwards down steps, and throws tantrums regularly. I am a teacher and I have researched many possible reasons for his symptoms. His symptoms match closest to having an Intellectual Disability . He has been very slow to hit the majority of his milestones. He drools and lacks skills that a normal 3 1/2 year old should be doing. His mom is in denial. Am I just over analyzing too much, or could he have a mild case of mental retardation.
