How To Treat Redness And Itchiness Of Foot Caused After Having A Tattoo?

Hi - a friend of mine (really) had a tattoo over 12 months ago on her foot and where she had the purple pigment done has been raised, red, itchy, flakey and despite several cortisone injections is still troubling her - can the tattoo/reaction be treated or is the only solution laser removal?
