How To Treat Renal Failure While Having Congestive Heart Failure?

I have congestive heart failure and renal failure. Surgery is not an option because of my heart. what alternatives do I have? The scrotum is full, the penis is swollen. Two surgeons would not agree to operate because of the weakness of my heart . Do I have any choices left?
