It is almost certain that any ACADEMIC TEACHING HOSPITAL will have qualified surgeons for this type of procedure.

It is considered a common and "garden variety" type of procedure.

Another option might be to call a local hospital in your area and to ask the operator or NURSE ON CALL or NURSE HOTLINE service to give you a list of surgeons or neurosurgeons since these would be the people to insert such devices.
