How To Treat Uneven Skin Tone?

I have weitish complexion with dark area around lips and eyes since childhood.I used Manny cosmetic fairness creams but instead of improving my skin tone and making it even and glowing healthy, cosmetic creams made my face look worst and more uneven discoloured and senstive too.Suggest me something really effective to brighten my face complexion and make all areas even.I have dry to combination skin.
