I Am 69 Yr Male . I Am Diabetic Patient

               I am 69 Yr male . I am diabetic patient past 22 Yrs and Hypertension patient past 18 Yrs. In March 2014 I was operated for Rt TKR. Till that time Creatinine was never measured. Prior to TKR Creatinine was 1.4. In May 2016 stomac pain lead me to be hosptalized. There, Creatinine was 2.6. Within 4 days it was brought down to 1.9 and was discharged.
In Dec 2016 there was paralytic TIL on Rt side. Was hospitalized immediately and treatment was started. I 15 Min I was OK without any sign / symptoms of paralysis. Creatinine was 2 when discharged.
Till this time I did not have any symptoms of CKD.
In Aug 2018 I felt swelling arround eyes, palm and feet. Dr said its effect of CKD causing water retention in body. Diuretic tabs could remove 3.5 kgs of fluid load from body in 5 days. Dr advised to restrict total fluid intake to max 250 ml over total urine out put in 24 Hrs. Creatinine is 2.36.
I am retired middle class person with limited fixed income of Rs 17000 p.m.
Kindly advise me to arrest progression of Creatinine level and preferably lower the level so that there could by some relaxation in food, water intake for rest of my life.
