I Am Having Symptoms Of Increased Numbness. And Tingling In

I am having symptoms of increased numbness. And tingling in right peg following post lumbar laminectomy surgery 3 years ago..i was left with some permanent numbness in right great toe across foot and lower leg below knee...i have been having symptoms of increased numbness with this leg starting from foot and working upwards towards spine. With tingling...recently i was seen in er for this problem which started in foot one day and increased over a course of four days to partial numbess in face and arm...the er says it was TIA symptoms and placed me on plavix lisinopril and simvastatin...but every time i sit for long periods of time or ride in car for periods of 30/45 minutes i can feel my leg starting to get number starting with foot and moving towards knee...my blood pressure has been good on medication but every time the numbness starts my blood pressure increases such as 178/102...looking for a second opinion on wether this is TIA or maybe nerve compression symptoms from back again...i have slight pain in back when this happens but more numbness and tingling
