I Had Blood Work Done Several Years Ago And My

I had blood work done several years ago and my PTT test came back low. The Dr's never could find anything that they could directely link it to. Since then, I have noticed tiny little red spots on my skins at different times and they have never gone away. I'm wondering if these spots could be related to the low PTT test and if this is something I should follow back up on or if it could just be normal for me as I have very fair skin.
