I Have A Black Like Dot On Top Of My

I have a black like dot on top of my penis, when I touch it, it feels like rough I guess. It doesn't burn during urination, it burns a little after, feels uncomfortable is best way to put it but the burn doesn't last forever, maybe a minute. It does burn a bit when I touch it. I'm not sexually active or anything but I do masturbate frequently though, don't know if that has to do with anything. Also sometimes I don't take showers for 4 days or so because I'm a really busy person so I don't know if that had something to do with it. Is it temporary or something permanent?
