I Have A Close Family Member Who Has Been Diagnosed

I have a close family member who has been diagnosed with diabetes, congestive heart failure, gum disease, and a bad valve that needs to be replaced. His teeth are so bad that he needs to have them pulled before he can safely go ahead with the heart surgery, but the doctor said that it wouldn't actually prolong his life. My question is, is it true that replacing the bad valve is not going to help his heart failure? I thought the two were related.
