I Have Been Prescribed Protopic 0.03 For An Allergic Reaction.

I have been prescribed Protopic 0.03 for an allergic reaction. I had nor untoward reaction to the sample. However, my pharmecy provided tacrolimus anhydrous instead, which appears to be causing my allergy to worsen. Is there a difference in these two products such that could cause this?
