I Have Noticed That My Pee Hole Has Seemed Inflamed

I have noticed that my pee hole has seemed inflamed for a couple years now or it may just be extra skin..(not really sure) and it is kind of bothersome to sit on hard surfaces after while and during intercourse it really hurts because the penis is constantly rubbing against it. I went to the gyno last year and asked about it but she said that its normal... I don't know what to do? I'm afraid that I will never be able to have intercourse..
