I Have Swollen Glands To The Sides Of My Jaw,

I have swollen glands to the sides of my jaw, which are painful. The last week I have felt congested in my throat and as if something is draining into it (only mildly, no airway compromise or cough). Occasionally I will spit and there will be a small amount of blood. Is this likely to just be congestion or an ENT infection? I do not have a fever or any aches.
