I Was Prescribed 1% Hydrocortizone Ointment For A Little Rash

I was prescribed 1% hydrocortizone ointment for a little rash on my eyelids. I used a very tiny bit on a cotton bud a couple of times and then 2 weeks later my eyelids were bright red and swollen. I was then put on prednisone tablets as the another doctor thought I had angio-edema. Once I stopped the tablets, the redness went away but now I have red swollen eyelids and under my eyes again. Also little spots around my mouth. I am so stressed out and don't know what do it.
