Is 25 Ug/dL Of Cortisol From Blood Draw A Significantly

Is 25 ug/dL of cortisol from blood draw a significantly high amount? I see on the test that 22 is listed as the maximum. I also apparently have a testosterone level that is slightly higher than normal (.69 ng/mL from blood draw, when it said a normal range went to .6). I am a 28 y/o woman with lethargy, anxiety, and galactorhea. I am still waiting on more tests, but the others that came back are normal. No pregnancy.
Could this level of cortisol be paired with the high testosterone be significant enough to cause these issues? Or are the levels listed on the tests just loose guidelines?
