Is Fluocinolone Acetonide Cream Safe For Eczema?

I've been seeing my doctor for what he thought was eczema on my hands, scalp and feet since July last year. I've been using Flucoinonide on my skin without success. Now he thinks it might be a fungal infection and put me on Fluocinolone acetonide cream. I've been using it for a week and I don't see any improvement. My hands and feet hurt and the dry flaky skin peels off and cracks. Red inflamed skin underneath and deep cracks. How can I best care for my dry skin?
