Is IV Luer And Constricting Feeling In Forearm Related?

I am 34yrs old (57kg, 169cm) and healthy. I am experiencing a sudden constricting feeling in my forearm. It feels like someone's gripping my arms very tightly. There is no tenderness or redness at the site. I have had an IV luer on my hand on that side for about 6 hrs today - could it be related?

*If the forearm has been kept in the same position for prolong period of time,
you will definately feel constricting when IV luer on.
*As there is no tenderness or redness , there is no thrombophlebitis.
* Keep intermittent mobilisation of forearm as if medicinal fluid continues to
flow in the cath.
