Is WBC Count Of 26 Normal?

My dog is 10 years old, 11 months and has lost 1.5# in last 2 months. He is a Shih Tzu and very playful and full of energy normally. He has white blood cell count of 26, is very lethargic and not eating much. Energy very up and down. Ultra sound/x-rays normal. Bladder normal, including cultures. Only thing with blood work is white cell count elevated. He has no pain, no diarrhea, no vomiting, no fever. The last six months he sometimes trembles in his body. Not consistently. There are no hot spots or growths felt on body. He has normal bowel movements and drinks water.

The symptoms of this are usually mild fever, loss of appetite, and weight loss. It would be best to get scanning done to confirm the cause.
